anarchy; disorder; lawlessness;

having the common people in charge of the political system.

A mobocracy ruled the island. Everyone wore a crown and gave orders.

Remember:
Mobocracy reminds of mob and democracy.

At work:
The department is run by a mobocracy. No one knows who is in charge.
